If the secret services/police can bug whoever they please, who is ultimately in control of the country?

They say Britain is controlled by masonic bankers %26amp; lawyers and media experts through the secret services, ok fine, but who ultimately from behind a veil of secrecy can give the order to bug any member of parliament, or royalty they feel there's need to, and does the request need to pass through cabinet to allow it to happen, or are there some who are above that too in which case, what democracy?If the secret services/police can bug whoever they please, who is ultimately in control of the country?
This is why there is an inquiry and why a free press is so valuable. The opposition is a the moment too weak to have a great affect but the press can. Often wrong often unfair often hypocritical, desperately needed when a government has an overwhelming majority in parliament. love or hate the media it is often the only check and balance for a government which is why the press barons should be restricted as to nationality and restricted in the number of publications any one of them owns.
