How come sometimes if I try to login to a client control panel, it fails to login (exact login details pasted and double-checked) But then if I wait a while, it'll login?

without more details that's a bit hard to answer.
However, my first thought was your first connection is canceling something out, perhaps from a previous connection. Then the second one works because you have cleared out the problem.
