Plants with white waxy substance in soil along with bugs. Non chemical control?

In the soil there is a waxy substance that has aphid like insects with-in it. I believe they are root aphids, and can control them with an insecticide, but in the early spring they seem to spread to other areas. how do they come into our nursery? You've probably gotten them from another nursery. I would look into where you are getting your plants and soil from and maybe find an alternative place to buy.Plants with white waxy substance in soil along with bugs. Non chemical control?
spider mites , get some dish soap and water in a spray bottle it will get rid of them plus it relieves the surface tension of the soil make sure the soap has phosphorus
